Ukraine’s state defense conglomerate, Ukroboronprom, has signed a new memorandum of cooperation with German defense giant Rheinmetall, the company announced on May 13.

The agreement paves the way for establishing another joint venture aimed at building artillery ammunition production facilities inside Ukraine.

The signing ceremony took place in Madrid on May 13. According to the memorandum, the two sides plan to move forward with specific agreements in the future to begin joint development of manufacturing capacities for artillery shells on Ukrainian soil.

“The full-scale war has demonstrated the critical demand for artillery munitions, and the current production capacities are simply not enough to meet it,” said Ukroboronprom CEO Oleh Huliak. “In this situation, every new plant or production line becomes vital for supplying the Armed Forces.”

Huliak emphasized that Ukraine must seize every opportunity to build its own defense production infrastructure.

The latest deal builds on an already growing partnership between Ukroboronprom and Rheinmetall.

Back in October 2023, the two companies announced the creation of a joint venture focused on repairing Western military equipment used by Ukrainian forces.

In June 2024, they opened the first workshop under this venture, dedicated to repairing combat vehicles developed by Rheinmetall.

That facility has significantly accelerated the turnaround time for getting equipment back to the front lines. Looking ahead, it could also begin manufacturing new military hardware directly in Ukraine.

Earlier, reports emerged that Rheinmetall entered the space sector with plans to produce reconnaissance satellites in partnership with Finnish microsatellite manufacturer ICEYE.

This move follows a memorandum of understanding between the two companies to create a joint venture focused on assembling Earth remote sensing satellites using Synthetic Aperture Radar (SAR) technology,
