US New Sanctions Package Targeting Russian Oil Sector Nearing Release, Kellog Confirms

A new package of US sanctions targeting Russia is ready for release, special envoy Keith Kellogg said in an interview with Fox News on June 3.
Kellogg stated that the proposed measures, titled the Russia Sanctions Act of 2025, have been prepared by Republican Senator Lindsey Graham.
“They're called the Russia Sanctions Act of 2025, and I believe he has already prepared them and is ready to release them. And they are quite onerous,” Kellogg noted.
He added that the proposed legislation could include a 500% tariff on Russian imports to the United States.

According to special envoy, both Congress and the White House are prepared to approve the sanctions package. The primary target, he said, is Russia’s petrochemical industry.
“Russia is an oil power. Most of its revenues come from the petrochemical industry. It is this industry that these sanctions are aimed at,” he emphasized.
Earlier, Russia had discreetly opened a new channel to bypass international sanctions and sustain its oil exports, this time using a remote port in Southeast Asia.
According to Ukrainian intelligence and vessel-tracking data, the Indonesian port of Karimun became Russia’s primary offshore transshipment hub for oil and petroleum products in 2025.
